I asked rhetorically why Google would feel the "need" to do this. I pointed out that Google is making money, and as far as access to talent goes (which was the reason Google cited), there are tons of excellent software engineers and computer scientists who would love to work there. I then speculated that the real reason for offshoring may be Google's plans to go IPO. I noted a Boston Globe article in which the venture capitalists were saying that expect firms they invest in to include India as an integral part of their business plan. Google's plan to offshore, it seems, may be due to the VCs' demands to do so. A couple of days after I posted this, a very well-known tech journalist (who is not a subscriber to this e-newsletter and thus had not see my posting on Google), contacted me about the IBM announcement that it would offshore 4730 programming jobs. The journalist seemed to be quite perplexed about the announcement, saying, "What the hell is going on here? We need to talk." I replied by mentioning that even Google had just announced plans to open a development center in India, and I added that I had speculated that this may be due to demands from VCs. The journalist replied, "Naw, Google is the one telling the VCs what to do, rather than vice versa." I then pointed out that Google seemed to have no need to go offshore, and the journalist agreed, saying that it did seem odd. Well, the enclosed article (which also appeared in various newspapers, e.g. the San Mateo Times, on Dec. 15) goes into much more detail about the role of the VCs in promoting offshoring. Some other interesting points: Even the chief financial officer, chief technology officer, and the head of research and development will work out of the emerging Indian tech hubs of Pune and New Delhi. Even the CFO! How about that! Recall my comment the other day that one of my computer science students had said, when I told him that the trend now is that software development jobs will not be open to American CS grads (whether due to H-1B/L-1 or offshoring), "If I'm going to end up with an Econ-type job, I might as well major in Econ instead of CS." Well, if the above excerpt is a harbinger of the future, it would seem that even the "Econ-type" jobs might be out of reach for Americans. "Silicon Valley isn't dead yet, but could outsourcing become a risk to the ecosystem?" asks Allen Morgan, managing director of Menlo Park-based venture firm Mayfield Fund. "Human beings aren't good at recognizing risks to the ecosystem when they're acting in their own self-interest--that's the case with the environment, and it might be the case now with Silicon Valley." Ah, another pang of guilt, the second one I've cited this week. But no one will here it. Not all startups are embracing outsourcing, and serial entrepreneurs say the practice can be risky. Wireless startup Sonim Technologies outsourced almost engineering work to India but within three months brought it back to the United States and expanded its San Mateo headquarters. Founders decided that the Indian hires were not as skilled--particularly with building telecommunications switches-- as they expected, said Neeraj Bharadwaj of Apax Partners, which funded Sonim. "You can't rush into this because outsourcing is a buzz word," Bharadwaj said. This of course is like the case I cited in my posting "told ya so" a few days ago. I could say that such cases vindicate me, but I must say that the statements of the VCs here really make me wonder. The real issue is, will failures such as this be publicized enough (I mean "publicized" in the grapevine) for the VCs to rethink their stance? Despite such experiences, some career advisers say ambitious Americans should consider emigrating to India or China for startup experience _ and get used to a developing-world salary, which averages one-sixth the $60 hourly wage for U.S. programmers. Recruiters also report a surge in outsourced C-level positions such as CFO and CIO, where the salary is closer to American pay scales. If half or more of a company's staff is in India, recruiters say, it's only a matter of time before the founders realize they need managers and senior executives there to provide daily guidance. Many jobs that remain at U.S. tech hubs are managerial and require late-night videoconferences to coordinate project hand-offs to India, 13.5 hours ahead of Silicon Valley. "Those may be desirable positions now because they entail a weekly paycheck," said Alan Hattman, a senior technical recruiter with Technology Search of San Jose. "But is it a career objective? (AP) -- Solidcore Systems appears the quintessential Silicon Valley startup, with laptop-lugging, cube-dwelling workers huddling in glass conference rooms and jotting sales strategies on white boards. But within a year, most of the engineers who make the company's security software will be on the other side of the globe. Even the chief financial officer, chief technology officer, and the head of research and development will work out of the emerging Indian tech hubs of Pune and New Delhi. After launching five startups, Solidcore chief executive Rosen Sharma says he would never build a company without outsourcing the relatively expensive and highly skilled tech jobs to low-paid contractors or local hires in developing countries. "The British empire bought raw cotton inexpensively in India and sold the finished goods back in England," said Sharma, 31, who earned a Ph.D. in computer science from Cornell University. "Our raw material is intellectual power, which is cheap in India, and the finished product, our software, can be sold around the world." With the drastically lower labor costs, Sharma can stretch $5.3 million in venture funding until the company finds paying customers. Fiscal frugality after the dot-com bust forced hundreds of cash-strapped startups to slash costs by any means possible in early 2000, auctioning off expensive furniture and moving from swank office parks to cramped industrial lofts. Three years later, Silicon Valley investors are pressuring entrepreneurs to shrink personnel costs by as much as 60 percent by sending jobs overseas. Within the past year, startups have taken the outsourcing trend to extreme lengths, migrating entire development teams to India, China, and Russia and leaving only skeletal crews in Silicon Valley and tech hubs such as Boston and Seattle. But the rapid escalation of outsourcing worries some economists and venture capitalists. Although startups rarely employ more than a few hundred people--often working for smaller salaries than big companies pay--they act as crucial incubators and entrepreneurial farm teams for established companies. Outsourcing startup work could have disastrous long-term consequences, critics say, depriving Americans of unique business experience and minimizing the likelihood that the next Hewlett-Packard will get its start in a Palo Alto garage. According to research firm IDC, foreign workers performed about 5 percent of information technology services for American companies this year, but by 2007, that share will grow to 23 percent. Entrepreneurs say the trend is downright feverish at startups because venture capitalists relentlessly focus on "burn rates"--the amount of money a company can afford to spend and still survive each month. Before dot-com investors turned stingy, a typical software startup might have received an initial funding round of up to $15 million, which was expected to last about a year. Many entrepreneurs today receive $3 million or less, and rarely more than $10 million, to finance a similar operation. That means founders can burn as little as $250,000 per month. Venture firms now sponsor how-to outsourcing clinics for companies in their portfolio, and more entrepreneurs are pitching business proposals that already include detailed offshore strategies. How "offshoreable" a project is can determine whether a venture firm will endorse a company with an initial funding round. "If we're looking at two companies and one can come to market on $20 million, and another takes $40 million, that's the difference between something we'd like to do and one that's not financeable from our perspective," said Tom Dyal, general partner Menlo Park-based Redpoint Ventures. Dyal is on the board of a consumer electronics startup--he would not provide details because it's still in "stealth mode"--with plans to outsource its entire development team to Asia. Entrepreneurs say outsourcing has advantages beyond cost, such as a 24-7 schedule. Making the most of time zone differences, a company can theoretically compress its production schedule and beat competitors to market. Adam Bartkowski, president and CEO of Long Beach-based Apriso Corp., hopes to take his 180-person supply chain software company public next year. His 18 developers work with customers to design software in California, then hand off projects to three testers in Brisbane, Australia, who hand off to 19 workers in Krakow, Poland. "How would I do this all in the United States?" Bartkowski asked incredulously. "How many highly qualified software engineers do you know who want to work at night?"
