As the EPI press release mentions, I do cover the cheap-labor aspect briefly, but it is not the focus of the paper. It covers aspects of the foreign tech worker issue that are not treated much in the EPI paper, specifically more detail on H-1Bs as cheap labor, and the lack of a STEM labor shortage.
